Kitsoft at SOVCAP 2026: Positioning Liquio as the Orchestration Layer for Sovereign Public Services

On 5–6 August 2026, Kitsoft took part in the first SOVCAP workshop, hosted by RPTU Kaiserslautern-Landau in Germany. SOVCAP (Sovereign Cloud Capacity Program) is a new initiative bringing universities, public institutions, and companies together around a shared question: how do you build cloud and digital-government capacity in a way that's genuinely sovereign, not just relocated. 

The room was mostly open-source professionals, researchers, ITU, and GIZ who build and operate open-source infrastructure day to day — for us, the value wasn't audience size, but direct access to how these institutions think about sovereignty, procurement, and capacity building, at the moment task forces and shared programs for the next few years are still being formed.The event itself ran as a hybrid — on campus in Landau and online via BigBlueButton, provided by Johannes Gutenberg University Mainz — and

Inside the talks: Liquio in action

We gave two talks, walked through two live product demos, and spent the rest of the two days in the kind of hallway conversations that don't happen at bigger conferences — with the same people who are shaping what "digital sovereignty" means for European public administrations next.

Our first talk positioned Liquio as an orchestration layer sitting above identity, interoperability, and cloud infrastructure — the connective tissue, not another piece of the stack, and GovStack-compliant by design. Diia and Kyiv Digital showed this works at national scale. But the room lit up for the Women in GovTech Challenge: 33 teams and over 300 participants building on one shared Liquio instance at once, racing to working prototypes, with three teams going on to present at WSIS.

The second talk got hands-on. We opened up Liquio's AI layer live — a builder, an assistant, and a fine-tuned co-pilot born out of our EC grant work — and walked the room through a real service we built for the Health Department: a hygiene certificate you can earn start to finish online, from identity check to training to payment to a verifiable certificate at the end. No mock-ups — a working system the city is now open-sourcing.

Infrastructure alone does not create digital sovereignty — institutions also need the capacity, technology and trusted partners to build and operate the services that run on top of it. What's next

SOVCAP 2027 is already on the calendar. We got involved with this community while it's still being built, not after the fact — and we plan to stay close to it, starting with a technical follow-up on the retrieval-based approach to legal texts.
